VERY UNUSUAL MINTY BELCHER BROS. & CO TAILORING CALIPER? - 24"

Two brass rods extend off a fixed and a moveable arm. Possibly some type of tailor's or hatter's caliper measure (?) because there was clearly a cloth tape that also worked off the fixed arm. Belcher Bros ceased operations ca 1877 making this at least 150 years old. Mint condition excepting that the cloth tape is only partially intact. Any intel would be appreciated...I have not seen anything like this before.
