STUNNING BRASS/BRONZE TRIPLE GEAR SLITTER or HOLE PUNCH(?)

I've never seen anything like this. The gear mechanisms reciprocate the second 'arm' up and down at the bottom of the drill. There is what appears to be a fixed pivot point and this reciprocating arm (likely missing the blade). A beautiful and elegant looking tool.
